Managing Successful Programmes
 

The OGC framework, Managing Successful Programmes (current release MSP03) provides a framework for delivering change and transformation programmes, it is proven in the UK and in a number of countries around the world and is gaining pace in many regions of the world.

 

 
     
 

In its current format, Managing Successful Programmes (2003) defines

 
     
 
Programme Lifecycle Programme Principles
 
  • Identification – the controlled start up
  • Definition – detailed preparation
  • Governing – control and management
  • Management of the project portfolio – project delivery
  • Managing Benefits – achieving outcomes and realizing benefits
  • Closure – structured end
 
  • Organisation and Leadership – programme structure, roles and responsibilties
  • Benefits Management – framework for delivering benefits
  • Business Case – evolution and content
  • Planning and Control – inputs to the plan and how it is controlled
  • Quality – audit, assurance and configuration management
  • Risk and Issue Management – frameworks to achieve both
  • Stakeholder and communications – frameworks and tools
 
     
 

Qualifications are at four levels
Foundation – multi-choice examination
Intermediate – 2 hour written paper on the theory
Practitioner – 2 hour written paper on the application of the theory to a complex case study
Registered Consultant – 2 year experience, pass rate of over 58% at practitioner, submission of case study to panel, followed by interview

The framework is currently undergoing a re-write and we can expect to see MSP07 evolve into a new shape that will encompass a new view and new terminology:

  1. he flow that a programme will go through during it's lifecycle
  2. The Principles upon which it is founded
  3. Key themes that run through the life of a programme
